"People oriented" has become one of the important principles of government’s policy. The "National accommodate and deport stations"has transformed into "Relief shelters" after the incident of Sun Zhigang in 2003, government has made unremitting efforts to enhance the level of social assistance services since. Although the common benefit administration system of social assistance has been developed for more than a decade, but there are some issues have not been effectively addressed, the number of vagrants and beggars have continue to increase, and the rescue service station remain notorious in the eyes of the public. The traditional management model has gradually failed to satisfy the diversified demand of today’s vagrants’structure. Therefore, in order to promote a more effective service, "L relief shelter" attempts to introduce social work professional approach to alleviate vagrants’problems.The focus of this thesis is on disabled vagrants and beggars in L. The study method applications are "In-depth interviews", which includes interviewing vagrants and beggars and their acquaintance; analyzing interviewed data through "five dimensions of social exclusion", from economic exclusion, social exclusion relations, welfare exclusion, political exclusion and cultural exclusion, to analyze problems currently faced by disabled vagrants and beggars. Such as financial aid, family support, social support, insufficiency of welfare system, and cultural integration. Since there is minimum communication between the government and the disabled vagrants and beggars, service provided by the government does not meet their needs, resulting in many unsolved problems. This indicates that the current service lack of professional social welfare skill, poor management and insufficient correspondence between the service provider and the clients. Therefore,the article suggest a problem solution with the intervention of professional social work: such as to enhance cooperation between government sectors, efficient networking, aids information enquiry service, setting up self-help channel for the clients, reducing manpower’s pressure, or to collaborate with professional social work organization. The ultimate goal is to improve the quality of service provided the government, enabling the clients to solve their own problems.
