Positive Analysis On Professionalization Of NPC Representatives

The policy of "the National People's Congress (NPC)" is our fundamental political policy and the deputy (people's representative) policy is the bridge stone of the NPC policy. Nowadays, professionalization of deputies has become a focus of current research on NPC policy.In this article, the author have carefully investigated the performance of deputies work in the Standing Committee of Yueyang People's Congress, after compared with the professional senator system in Western countries, and analyzed the relative regulations and definition of "deputy" in the<Law of the People's Republic of China on Deputies to the National People's Congress and to the Local People's Congresses at Various Levels> the author proved that those deputies in the Standing Committee of People's Congress (SCPC) are professional deputies of NPC in China.The author also has presented his suggestions on improvement of those deputies'work in the SCPC, such as: build up a mechanism of those deputies work in the SCPC in charge of contacting the same-level deputies; build up a mechanism of those deputies work in the SCPC in charge of contacting their original unit and constituency; promote a mechanism of those deputies work in the SCPC report to their original local People's Congress and its SCPC; Reconstruct the year-end assessment of those deputies work in the SCPC.
