The Expression Of Interests Of The Local People’s Congress Deputies In The Party-Centered Political System

Some scholar focus on the role of NPC deputies in national governance,while others regard the NPC deputies as the representation of the various interests of social groupss.In this paper,we study the logic of interest expression of local people’s congresses from the perspective of party centralism.The CPC is the most important force in the country’s reconstruction of order and it is crucial in social development.It lead to institutional change and modernization.it is the center of china’s political operation.Therefore,the NPC deputies also express their interest demands around the CPC.What is the relationship between the NPC deputies ’s professional identity and his interest expression from the perspective of party center? Scholars generally see that the interest expression of NPC deputies with different occupational identities has multiple characteristics,but few scholars further explore the universal motivation behind the multiple interest expression of NPC deputies.There is also no systematic analysis of the relationship between multiple interests and their expression strategies.Under the basis of previous studies,we take the local people’s congress deputies as the object of observation,and analyze the process and content of the local people’s congress deputy’s suggestion in W city from 2014 to 2017.Besides this,we interviewed with many local people’s congress deputies who are in different professions and have talk with those people who works in local people’s congress.Based on a large qualities of data analysis and interviews with more than 30 people,we attempt to explore the logic behind the expression of interests of local people’s congresses.Unlike in the West,the centre of China’s political system is the CPC.Therefore,our theoretical perspective in this paper is Party-Centrism,which mainly discusse the interest expression of local people’s congress deputies in the system environment of Party-Centrism at the practical level.From the perspective of Party-Centrism,the NPC is an institutionalized platform to realize the organic unity of the CPC’s will,the people’s will and the country’s will.The NPC should be responsible to the CPC by carrying out the CPC’s intentions.It also needs to be responsible to the society by conveying the diverse and various interests of the society.Because of the influence of the dual attributes of the NPC,the interest expression of local people’s congress deputies have three attributes.Firstly,they need to implement the CPC’s intentions and the country’s demands.Secondly,they had to convey the different interests of the pluralistic society.And thirdly,as a political rational people,they want to express their own interest demands.Unlike the western parliamentarians who just convey the different interests of the pluralistic society,the NPC deputies’ interest expression which is in Party-Centrism can not only convey the different interests of the pluralistic society,but also ensure the expression of the overall and fundamental interests of the people.It is the greatest advantage of the NPC deputies in the expression of interests which is around the CPC’s demands.By analysising of the deputy ’s suggestion in W city,we find that the local people’s congress deputies with different professions under the part-time representative system have expressed their interest demands around their own jobs.The largest number of local people’s congress deputies are the CPC’s cadres and the government officials.They express their interests in the NPC which has become the platform for cross-departmental,cross-level and cross-system work coordination within the political system.The second largest group is entrepreneurs.They also treat the local people’s congress as a platform to express their interests.The representatives of other professional identities in the society still have expressed diffrent interests around their own work,including the intellectuals who are keen on the expression of public interests.To some extent,their own work has become the center of interest expression.The local people’s congress deputies with different professional identities take their own works as the joint point to express multiple interests together,especially the expression of public interest and private interest.The individual expression of deputies around his work led to the local people’s expression as a whole just like a "concentric circles",in which the CPC is the center.Among them,the interest expression of the CPC and the country is the core;the interest expression of various departments within the political system is in the middle;the interest expression of social diversification is at the circle edge.The NPC is not only the center to express the interests of various groups in society,but also an important platform to express the interests of various departments within the political system.Whether it is the expression of interests of various departments within the political system or the expression of various interests of social groups,they all take the CPC as the center and move forward in an orderly manner closely around the CPC’s demands.For the the long-term development of Chinese politics and the future development of the NPC,the NPC still has a lot of room for expression of interests.In the party-centered political system,various groups in the society need to convey various interests,and the departments in the political system also need to express their needs with the help of the NPC.How to deal with the relationship between the expression within the system and the expression outside the system?How to ensure the priority of the expression of public interests? How to maximize the transmission of social voice?How to balance the expression of interests between different groups within the society ? There are so many problems that the NPC have to solve in futher.Therefore,our study is just the beginning.
