Before the new China founded, the hierarchy structure of our country government has been in relatively stable state, which is level 3 or 4 system. After founding, in order to strengthen and consolidate the basic-level political power, villages and towns is the most grassroots level of government, thus our administrative levels reached to five categories, that is, the central government, provincial government, municipal government, county government and township government. In 2009, there are 150 powerful and economic center towns in the entire province carrying out "Expand their power to strong town" the exploration and the practice were given more initiative in the economic construction and social management aspects. The township government officeholder is the link contacting the party and masses, their words and deeds directly relate to the image of party and government and affect the entire official rank's construction.Therefore, the competence of the township government officeholder will directly influence the establishment of service-oriented government, the construction of a harmonious society and implementation of new socialist countryside.This paper preliminary attempt to study competence of township civil servants from the angle of human resources and take the pilot town of Huainan as the research object.This paper define the main concept, including competence, competence model and township civil servants, analyze the township reform mode and "Expand their power to strong town" implementation, identify the personnel dilemma during the process of implementing "Expand their power to strong town", study the competence that general of the township civil servants should have and pilot township civil servants should have, and give proposed solutions of personnel predicament, that is establish the township civil service competency model under the background "Expand their power to strong town" This study could give a reference for building competency model under the background of "Expand their power to strong town", and assistance to selection, training and assessment of the township civil servants.Figure [10] Table [3] Reference [70]...
