In our country,the effective operation of the grass-roots government is related to the function of the region and the completion of the task.As the engine of the grass-roots government,the grass-roots civil servants play a very important role.If we want to establish an effective grass-roots government,responsible government and service-oriented grass-roots government,we must improve the enthusiasm and efficiency of grass-roots civil servants,in order to meet the legitimate and reasonable needs of citizens.And the incentive for grass-roots civil servants is conducive to promoting the realization of this goal.In the incentive process,we can not ignore the most essential characteristics of grass-roots civil servants,as a simple social man,he also has its own interest demands,grassroots labor should also be paid reasonable and effective remuneration and good career planning.This paper summarizes the development of domestic and international civil servants incentive and main status,a detailed analysis on the stage of the party and the government initiatives continue to strengthen supervision and standardize the civil servants,the main problems of Hulun Buir township civil servants incentive mechanism in operation are taken into analysis method,through reference and relevant research results of the application of the incentive theory,based on the current environment,starting from the local characteristics,measures and methods on how to improve and innovation to explore the incentive mechanism of civil servants.This paper focuses on the problems existing in the incentive work oftownship civil servants in Hulun Buir and the countermeasures,related specification also constantly adjust and improve the situation,hulun buir city,main problems of the villages and towns in the operation of the incentive mechanism of civil servants,the hope is that apply the theory of reference and relevant research results,based on the current environment,starting from the local characteristics The second part firstly defines the meaning of motivation,the township civil service definite.
