Employment is a fundamental right, and employment is a vital bearing on the people's livelihood, persons with disabilities in the community as a part of nations, should enjoy equality the right to employment and choice of employment under the law. Employment of disabled persons not only improves the living conditions, but also relates to human dignity of persons with disabilities and the social stability and harmony.So the state and local formulated a series of the employment policies and regulations to improve the employment policies to promote the employment. "There is the matter, it is easy on the legislation, but difficult method is inevitable. " employment policies with disabilities in the implementation met with a number of difficulties and obstacles, and to a certain extent affected the lives of disabled people, so this policy on the implementation of the employment of persons with disabilities as a starting point for research.The research selected six communities of the R, H, Z three streets, in District B, N city, and investigated the employment situation of disabled persons, using questionnaires and interviews and documentary research. On one hand we can understand the situation of the employment of the disabled, on the other hand we research concentrated employment policy, proportionate employment policy, individual persons employment policy and so on to obtain the effectiveness and problems of policy implementation, and the use of policy implement model of Smith, separately from the idealized model of policy implementation policy, the policy of the implementing organizations, policy target groups, policy analysis and environmental policy implementation analysis the employment of persons with disabilities reasons.Finally, this study made some suggestions according to the found problems:First, strengthening government leadership and establishing long-term mechanism to promote employment of disabled persons; the second is to improve the employment of disabled persons policy, and protect the employment rights of persons with disabilities; third is to improve disabled quality and enhance the employability of persons with disabilities; Fourth, enterprise practically undertake social responsibility, and actively resettlement the disabled; five is to improve the information service platform of employment of disabled persons, establish and improve the disabled employment service system; six is to improve the implementation of policies monitoring mechanism.
