With China's rapid economic development and social progress, governments at all levels need to recruit more professionals to provide more professional and effective public services. The emergence of government employees is a new attempt with the guidance of public management theory, the government personnel system reform. Government employees work in the government, but distinct from the civil service, it is necessary to sum up and study the practice of local government employees, on the basis of the existing government employees incentive to explore the problems and find out the reason. In order to encourage government employees to perform their talent better, must adopt appropriate incentives.This paper uses literature review, questionnaire survey and interviews, research the government employees'incentive issues. On the basis of statisticsing and analysising the incentives elements by the practice of four local government employees, found the following problems, government incentive methods is not match with government employees'needs, incentive methods is not clear, poor incentive effects and other issues. In the analysis of internal and external reasons, provide the solutions of improving government employees incentive, improve the laws and regulations, clear incentives point to meet the needs of employees, integrated application design methods combined incentive to form the position as the standard, multiple incentive points, various types, multiple directions, applied to the incentive system for government employees to improve the incentive effect, in order to reflect the value of government employees better.
