Nowadays, with the development of economic globalization and social economy,China's public administration at all levels of professional knowledge and practical skills of the needs for talent is also increasing. Since the 2002 Jilin government took the lead in implementing the government employee system, many parts of the country. Through the form of contract employment will be urgently needed by the government professionals to absorb the government, for the government's special management to provide intellectual support. In 2012, the Dalian municipal government vigorously promote the implementation of government employee system. To break the traditional employment system with contract management, professional requirements to optimize the human resources structure. At present, Dalian Municipal Government employees have covered a large number of government administrative departments and part of the group organizations, but also includes the city management, cemetery management,forest fire and other institutions. In the material, spiritual, moral, institutional and other aspects of the government employees to carry out the necessary and multiple incentives.Based on Maslow's hierarchy of needs, this paper summarizes the incentive situation of government employees in some areas at home and abroad, and provides a reference for this paper. And take Dalian city as an example, to study the incentive situation of government employees. Through the status quo of Dalian City to sort out, sum up the results, to identify problems and shortcomings, analyze the reasons, learn from the advanced experience at home and abroad to explore solutions to problems and recommendations.Dalian city government employee incentives also exist, such as: assessment procedures chaos, performance evaluation subjective factors dominance, salary reward unreasonable, self-realization of the narrow path and many other issues. But not the scientific human resources planning and work analysis, did not make full use of contract indicators and market mechanisms to measure performance, the lack of scientific and reasonable compensation system, the legal status of government employees is not clear and so on is the cause of these problems. Through the analysis of the situation of Dalian City, and drawing on the advanced experience both at home and abroad, the author puts forward some suggestions on how to improve the incentive of government employees,namely: strengthening the policy guidance to government employees; establishing employee performance appraisal system; improving salary-related system Measures to take into account the possibility of conversion of employees into civil servants; and to improve the relevant supporting mechanism reform, such as the establishment of government employees social welfare system. A series of countermeasures, and tries to make suggestions on the implementation process and the ex post evaluation of the Dalian municipal government employees, so as to supplement the existing public service contents of Dalian, hoping to inspire the development of more effective government employee incentive measures.
