The government employee system is a new kind of human resources using mechanism in Chinese labor market.How to construct the government employee incentive mechanism scientifically,effectively and rationally relates to the creativity and initiative of government employees,as well as relates to the further improvement of government work efficiency,laying the foundation for the transformation of government functions.At present,there are still many gaps between the construction of incentive mechanism for Chinese government employees and economic and social progress requirements,social needs.In actual operation,local government employees show a series of problems to be solved,such as the incentive orientation is dislocation,the incentive method is simple and the evaluation mechanism is not perfect,etc.Through introducing the employees' incentive situation in Shandong Province M District Government,this paper thoroughly analyzes the theoretical support of incentive mechanism of government employees and incentive mechanism construction as well as other related issues.This study first combs the relevant theories,analyzes domestic and foreign government employees' incentive research status,government agency incentive mechanism theory and so on;secondly,uses questionnaires to analyze the current situation of incentive mechanism for employees in M district government,obtains the existing problems and solutions of current employee incentive mechanism;thirdly,optimizes and designs the M district government employee incentive mechanism,implements from the needs of government employees,assessment system,comprehensive incentive model,regulatory protection and other aspects,respectively;fourthly,from the aspects of organizational structure and government financial security,performance appraisal,implementation and so on to put forward the specific safeguards to implement the design measures.Through thoroughly analyzing,this paper points out the existing problem of Shandong Province M District Government employees;constructs government employee incentive mechanism which is suitable for the actual situation,and enriches government employee related theory,which has a certain reference signification for China's government employees incentive and other management aspects.
