The Cross-sectoral Cooperation Governanc Mechanism And Use

Face of the global post-industrial era, on the one hand, the social affair in many countries have becomed more and more complex, dynamic, and pluralistic. On the other hand, the market economy and civil society in the world have developed day by day. Under this circumstans, the traditional mode of government management have faced crises and challenges. From the 1970s, the global government have had to start the govermenc refrom, and the new mode of governance reform have emerged. These so called new governance have included various schools and practice programs, such as new public management theory, govermenc theory, the new corporatism, local governance and so on. Despite of their different backgrounds, approaches, social dependency varies, they all have a common logic that is diversification of public affairs. That meams if a complex modern society wants to play a role, it have to rely on the cooperation between multiple subjects. Further speaking,the most critical issues of these new governance is that the co-governanc of the pubilc by the state, society and citizens. The government is difficult to performance the public administration alone and take the full responsibility by himself. In order to more effectivly solve the public affairs, the state need to establish multiple subjects to share governance in the new era. More and more reseachers have focused on the multiple governance.From its basic theory to concrete domain, the cross-sectoral governance in reality has simultaneously focused on the government, market, social in public affairs participation and interaction. As one kind of governance ways transformation, in order to make the government, market and civil society in public affairs play effectively, you need to develop a particular institutional arrangement or integration mechanism and erect the of norms of mutual cooperation and consensus cooperation mechanism. It is not the government, business, nonprofits, the community simplely unifies together. View of this, the article focus on the multiple cross-sectoral cooperation between the different governance subjects, which forms a wide range of public action system to remedy the complex public problems. Based on an extensive review of the literature of on cross-sectoral cooperation, the article is an attemp to sort out the governance of the operating mechanism of the cross-sectoral cooperation, and explain the meaning of cross-sector governance and morphology. And the same time to elaborate the existence of objective reasons and summarizes its existence questions through the case. Based on this, the author has proposed some effective measures to increase the crossed- sector governance in practice. According to this logic, the first part of the article has summarise the cross-sectoral governance through the relevant literature on current domestic and international research.Secondly, the author has summasized the core concept of the cross-sectoral governance and features.
