Analyzed The Educational Legislation Of Nanjing National Government (1927-1937)

In 1927, the Nanjing national government was set to step up the education legislation. In this paper, author analyzed the educational legislation of Nanjing National Government by historical analysis and empirical analysis, and study the period of university governance in the education embodied in legislation. Based on reviewing of the legislative background, this paper described the educational purpose of the Nanjing National Government and its implementing guidelines.and the changing track of the central educational administration, focusing on the content of external and internal university governance, the content of external governance, specifically includes the establishment and termination of Higher Education, education funding guarantee, degree system and school management, leadership institutions of higher education and university teachers and students management system.Except the end, this paper is divided into four partsFirst part, summarized the general legislative situation of the nanjiang national government,analyzed the affection of the political,economic and cultural factors to university's legislation. Then,this part analyzed the variety of the educational purpose. The educational purpose is not only the highest rule of determining a country's educational policy and guideline.The research of educational purpose can comprehend the educational policy and guideline of the nanjing national government at all times, meanwhile understanding the high educational school management mode of nanjing government.The second part, the period of the central administrative organ of the education process. the nanjing national government first, the educational administration is still in use in the period of the national, that is, the central executive committee, the functions and duties of the fundamental change. in 1927, to promote education and the chief academic and passed among the kuomintang, cai yuan-pei, presidents of the college set up a case of education, the independent of political parties of the road of exploration.
