The frontier education refers to the education for national minorities in the ethnic areas during the period of the Republic of China(the Nanjing National Government Period). Compared with the ordinary education, the border areas education has its own particularity because of its targeted minority, therefore, the legal provisions of common education is difficult to cover the complex situation of the border areas education. Due to various reasons, the ethnic minority education was backward in the history. During the Nanjing National Government time, for the current situation, the government began to put education into the schedule, making a lot of laws and regulations and normative documents especially for the education of ethnic minority areas to promote the development of the frontier education. During this period, the frontier ethnic education system was preliminarily established, and modern ethnic education also began in this. However, any system pioneer advances in exploration, the frontier education legislation during the National Government period still had lots of defects, though having made a certain degree of advances.This thesis intends to make a comprehensive study of the legislation and related measures for the frontier education by the Nanjing National Government, to sum up its experience and lessons, and to provide some useful reference to the development of today’s ethnic minority education. The first part elaborates on the concept of "frontier" and "frontier education", limits the scope of the study of this thesis, and makes a theoretical foundation for the expansion of the full text. This part roughly combs the study of today’s existing related frontier education legislation, finds out the problems and deficiencies, and then puts forward the academic significance and the value of this study.The second part chiefly reorganizes,induces, analyzes and sums up the normative documents concerning the frontier education formulated by the relevant agencies of the Nanjing National Government,trying to show the overall form of the complete Normative documents of the frontier education of the time.The third part makes a systematic explanation of the main content of the legislation of the frontier education during the period of Nanjing National Government, based on the normative documents concerning the frontier education in the last chapter, from the aspects of basic principles, implementation plan, institutional setup, system guarantee and so forth.The fourth part, with specific content, mainly summarizes the characteristics of frontier education legislation in the period of Nanjing National Government, summarizes the historical experience and lessons. Combined with China’s reality, this part explores its significance and enlightenment to the legislation of the present ethnic minority education.
