Analysis For Administration Of National Minority Floating Population In Urban Areas

As the process of industrialization and urbanization goes on, China society has taken great change. The degree of fierce competition is growing with each passing day. Economy transition and social transformation are changing people's mind and life style. In order to seek better development,to adapt to the society,to get rid of the traditional ideas which lay stress on contentedly in one place with little inclination to move elsewhere. People who live in rural areas are flocking into cities as floating population. And there is no lack of minorities among them. They left home with braveness, streaming into eastern coastal areas and more developed cities to look for opportunities especially since the implementation of western development strategy. Minorities move into city has been increasing each year. It is a two-edged sword:it does have positive aspects--it brings new rising force on city economy and it enhances the communication between minorities. Meanwhile, it leads to administration issues to urban floating population as well.On one hand, it has promoted the development of city economy and has advanced the diversification process. It has changed their traditional ideas and developed the level of politics, economy and culture. On the other hand, it has produced friction and contradiction between national minorities which asked for new conditions to urban administration. It asks government to strong the sense of service, to positively discover administration method and to help minority floating people to fit into urban life, then after that comes to the all-round development of urban economy. The minorities floating population service system, social security system and public service system have to be solved in the days ahead. To understand their life status for them to get better development, and also we should strength the service system to create more space for them to fit into urban life. Not only does the administration of urban floating population have connection to the unity and cooperation between rural and urban, but also it involves building a long-term peace society. So, proper management and method should take a great part of it. For a more harmonious and democratic society, to discover and to look for a better administration of minorities have important meaning. It is an essential part to improve the process of civilization and modernization, it is a significant topic both from theoretical and practical.This thesis is trying to analysis the floating population issues with the propose of creating stability society during administration from the angle of public administration and scientific development.I apply the theory of push and pull and the theory of new public management.There are some of them:such as out of date ideas during administration, inadequate public service, non-perfect administration system and legal system. So I propose suggestions to improve them, we should diverse administration concept, strengthen public services, to create perfect related law and administration regulations.
