A Study On Administration Of The Ethic Migrating Population In Urban Areas

With the deepening of reform and opening up and the continuous improvement ofsocial and economic development, the number of floating population in China is alsoincreasing. Different from the traditional policy-oriented mobility, economic incentiveis the leading factor at the present stage. The economy is relatively backward in theautonomous areas for ethnical minorities owing to factors such as remote geographicallocation, poor traffic conditions, and short development history etc. In order to get moreincome, improve their living conditions and unconsciously meet the demand for laborforce in developed provinces or cities, some young people among them leave theirhomelands and flood into cities, fighting for their dreams. These people not onlyinvigorate cities with cultures of ethnical minorities and cheap labor forces, but alsomake great contributions to the development of the city. However, accompanied withtheir arrival are some social problems among which social security stands out due to theundesirable education level, different living habits, alien working environment of thefloating population of ethnical minorities and brand-new influences of the urban publicmanagement practice. When dealing with social security cases related with the floatingpopulation of ethnical minorities, the relevant government agencies in the city affectedby their inappropriate management style, management ideology and professional qualityfail to take adequate, effective strategies, which makes numerous simple cases of socialsecurity become criminal cases. Consequently, it has negative influences on theharmonies between different ethnic groups tremendously and at the same timeextremely bad social impact may incur. So in order to achieve the long-stand prosperityand stability and the harmony between different ethnic groups, smooth handling ofsocial security problems become the touchstone for the involved government bodies in cities. The social security problems concerning floating population especially theethnical minorities are the subjects of this thesis and its major research methods areempirical research and case studies. Suggestions for the smooth handling of socialsecurity problems are put forward which could boost national integrity, ethnical equalityand harmony and maintain continuous prosperity.
