Autonomy Of Urban Residents In Our Country: Theoretical Exploration And Practice Investigation

Residents'committees developed from mass organizations which were to maintain social order in the early period of the peoples' republic. The regulations about urban residents'committee come from the Constitution and Organic Law of the Urban Residents Committee. Autonomy of urban residents is gradually becoming systematic and normalized as the development of residents'committees.As the ruling party pays more atttention to democratic construction at the grass-roots level, self-governace for city residents has been boosting. Self-governace for city residents belongs to Citizen Social Autonomy. Relationship between self-governace and governance for urban residents reflets the relationship between civil society and politial state.This means only reasonable partition boundaries of the residents'self-governace and government intervention will urge the implementation of self-governace for city residents.According to the Constitution and Organic Law of the Urban Residents Committee and learning Law of Organization of Villager's Committee, autonomy of urban residents can be defined as a system of urban residents' self-mangement,self-education and self-service according to democratic elections, democratic decision making,democratic management and democratic supervision.This defination also means Omnipotent Government changes to Limited Government,means the management mode of society changes to the coordination of administration and social autonomy. According to Organic Law of the Urban Residents Committee, the conference of community residents is policy-making body and residents'committees is actuator.Autonomy of urban residents is part of democracy at the grass-roots level. Democracy at the grass-roots level is not related to political power,so it is not political democracy. Even so,it is strategic for our country'democracy. First one, autonomy of urban residents can balance political power. Scond,it is the most widely practice of democracy. The third one,it can cultivates an democratic environment and improve the quality of citizens. At present, the development of autonomy of urban residents faces many tough problemsjust as:too intervention of the government to residents' committees, residents' committees lack of independent on the government and so on. Diversification may help the autonomy of urban residents develop,just as:rationalize the relationship between government and residents' committees, strengthen the leadership and exemplary role of political party at the grassroots level, construct reasonable financial mechanism of community, construct multivariate civil organizations.
