Nowadays more and more people take part in the civil servant exam. It is apparently the reason of this enthusiasm is eager to get stable position. It shows people have high recognition of civil servant identity. In the other side, the government emphasizes training of civil servant and establishes system to give high qualification applicants opportunity to be servants. The government these kinds of ways are useful for people to improve their skills and capacities and pay more attention to the value of position no more than the value of identity. So it results in the conflict between value of position and value of identity. The aim of this thesis is try to settle this problem. The method of research process includes case, documents and comparison between China and foreign country.Two concepts are proposed in order to settle this problem. They are micro and macro career conscious. Two concepts are counterparts of position value and identity value separately. Micro career conscious means civil servants have high commitments of their position of certain fields. It can be seen in layer of three levels include image layer, system layer and spirit layer. From the view of theory of Natural Law and Human Resource Management, position value and identity value point to different ways of division of labor. From the view of Division Labor Theory, two kinds of division of labor patterns need to be trade-off. It is necessary for government to pay similar attention to two cultivating mode under this kind of relationship. It is apparently that micro career conscious is low in China. So we must emphasize the importance of micro career conscious.The development trace of civil servant micro career conscious cultivation is almost similar to development trace of civil servant system. Our cultivation has improved tremendously during this process. But there are a lot of disadvantages during the cultivation process. First, the relationship between micro and macro is disrupted. Second, we care too much about the result of cultivation and neglect the value of process. Third, the globalization and information rush has come. The preparation of career conscious cultivation is not sufficient. Forth, the weak point of system layer is serious. Fifth, there are some problems of tools of micro career conscious cultivation. The most useful ways to improve the cultivation standard is revolutionary of civil servant management system after exploring these phenomenon and the backward reasons. Change can be happen in three layers. Training as a instrument of improving career conscious cultivation standard is clarified into image layer. It is necessary for training to have a systematic contents and appraisal system with contents. The change of system layer includes:First, we need to establish position clarify system based on position category, no more than position level. Second, is important to have a civil servant exam with professional knowledge and skills in certain fields. Third, Appraisal method needs to be going with other civil servant management disciplines, to make all of these disciplines to be a system. Furthermore meditative compensation is necessary. The main point of spirit layer is to change the civil servant image in large mass. Although civil servant don't has very good image, everyone need to know civil servant is not as bad as people imagine. The other side is education change. Our education system needs to make more and more students know their dreams and their advantage. It will make our students devote their life to their job in the future work.
