Juvenile crime has become a very serious social problem of the world today. Meanwhile, juveniles are the future of the nation. Preventing juvenile delinquency effectively is related to peace and happiness of millions of families and the development of the country. In recent years, the juvenile crime in our city shows an up trend, and the age trend is younger. The types of crime are mainly related to property and rape. At present, with the development of the reform and opening up and the rapid development of internet and other high-tech, in the social transition period, the new factors to cause the juvenile crime are increasing. The elements of society, family, school and individuals can directly or indirectly cause the juvenile delinquency. China's policies to deal with juvenile delinquency are education, persuasion and redemption. The juvenile delinquency prevention and treatment measures of the foreign countries mainly include protective measures, reformatory measures, disciplinary measures and prohibition measures. Qingdao focuses on the healthy growth of minors, and actively creates a sound and effective judicial system to protect the rights of minors. From the angle of safeguarding the legitimate rights and interests of young people, in the aspect of preventing juvenile crime, Qingdao takes an innovative measure of"pre-trial investigation of personality"and makes a positive exploration. From China's value orientation of juvenile delinquency and the measures to prevent and treat this problem of the world, China should consider the following factors. The first is to strengthen the comprehensive control and optimize the social growing environment of the minors. The second is to strengthen the construction of activity places for the minors to provide vivid, direct, and effective healthy education. The third is to establish the long-term mechanism of prevention. The fourth is to complete the judicial system of the minors. Only the entire society clearly define responsibilities and make concerted efforts to implement the orders, the problem of juvenile crime can be minimized and prevented.
