The Study On The Policy Network Governance In The Process Of Coastal Management

Along with the the improvement of the productivity levels and progress of the society , the activities of humans exploiting marine increase gradually. And more of the activities are distributed in the coastal areas centrally.Coastal is the intersection of the conflict in the process of human exploiting the marine.The coastal resource is the important material base to maintain the sustainable development of marine economy, and even related to people's livelihood.But there are many problems in the coastal areas in China: environmental problems, biological diversity plummeted, constructive damage of the coastal landscape and tourism resources,the threat to marine ecological balance, marine disasters problems and so on.There are many problems in the process of coastal management under the superficial phenomenons:coastal management is lack of integrity;the conflict between coastal ecological conservation and land ecological protection; the dreadful execution to the existing coastal policy etc. The reasons to these problems are some contradiction: the protection and exploiment to the coastal;the contradiction between managers and owners of the coastal resources;the conflict between the central government and local government in the process of coastal management;local governments have the cooperation and competition relationship with each others;the management activities according to indefinite basis and unsound management mechanism. The traditional coastal management idea cannot solve the problems existing in the coastal management and faced contradictions, so the coastal management urgently needed new solution to face the problems.Although the policy network governance theory cannot fully apply in our country, the policy network governance perspective is feasible to the coastal management problems:At first, construct the policy network governance trust mechanism and network maintenance mechanism in the coastal management; Secondly, improve the openness of the coastal management policy network;Thirdly, local government cooperate with each others;Fourthly,government departments cooperate with each others,and non-government departments cooperate with each others.
