Study On Legislation Of Integrated Coastal Zone Management In China

The coastal zone is a special zone where land and sea are interlaced,and is a community of destiny where land and sea attributes coexist.The coastal zone is rich in maritime resources and intensive human economic production activities.In recent years,high-strength economic development activities have caused greater and greater damage to the resources and environment of the coastal zone,and the management of the coastal zone has been relatively chaotic.How to manage the resources and environment in the coastal zone is a huge problem facing the coastal zone in China.At present,China's coastal zone comprehensive management legislation is still vacant,and individual legislation can never achieve true coastal zone comprehensive management.Therefore,it is imperative to formulate coastal zone comprehensive management legislation.To study the comprehensive management legislation of the coastal zone,we must first clarify the relevant concepts and theoretical basis of the coastal zone,and provide theoretical support for the coastal zone legislation.Based on the review and analysis of domestic and foreign coastal management literature,the article combs and analyzes the current status and problems of China's coastal management legislation,deeply analyzes the overall picture of the current coastal management legislation in China Comparative analysis of legislation,drawing on the mature experience of the comprehensive management of coastal zones in various parts of the country.To study the legislation of comprehensive coastal zone management in China,we should not only base ourselves on the domestic market,but also draw on the mature experience of international coastal zone management legislation.Many coastal countries and regions in the world have used the integrated coastal zone management,especiallythe integrated coastal zone management implemented in the United States,and the results have been more significant.Therefore,here we mainly analyze the coastal zone management in the United States and absorb its reference to the comprehensive coastal zone management legislation in China The meaning part.Finally,on the basis of the above research,from the inside out,the experience of domestic and international coastal zone integrated management legislation is integrated,and countermeasures and suggestions are proposed to improve China's coastal zone integrated management legislation.Although there are individual laws such as “Law of the People's Republic of China on the Administration of Sea Areas”and“Environmental Protection Law of the People's Republic of China”,the jurisdiction of individual departmental laws is limited.Therefore,this paper hopes to analyze the current status and existing problems of integrated coastal zone management in China,draw on the experience of local coastal zone integrated management legislation,draw on the international experience of coastal zone management legislation in the United States and other countries,and strive to provide suggestions for China's integrated coastal zone management legislation In order to promote the implementation of the land and sea co-ordination and maritime power strategy through the formulation of the integrated coastal zone management law,to coordinate the allocation and use of sea resources,and to achieve true integrated coastal zone management.
