We witness the increasingly multiple and complex development of society,which may also produce difficulties in effective policy making. The public sector could no longer rely on the hierarchy to deal with the social and economic affairs; instead, more and more social powers are motivated to maintain the legality of policy. One alternative is enhanced participation of social organizations. Local public sectors throughout the world have begun requiring NGOs to form community-based networks for the delivery of social services. Recently, the policy network literature has provided important insight into the way in which public policy is made in western societies, reflecting such transitional relationship between the governments and the society.This article is to identify three models of policy network for NGOs, to explore how to enhance the condition of coordination and how to form network to increase the quality of the policies being produced. For further study, the theoretical models of NGOs' involvement in the policy network are testified against three cases in America, which will be helpful for explaining the structural links between NGOs and governments. Referring to China's situation, we hope that this study will provide an alternative way to solve the problem of NGOs in the process of establishing a harmonious society.
