In 1999, The state council issued a document called Subsistence allowances for urban residents Article which symbolized the subsistence allowances for urban resident of our country had stepped into a new legalized level. It is one of the most important part of social security system of our country. The implementation and establishment of it would make so great an advantage for the protection of basic living and social stability as it is called the last protection of the social safety.Without any suspicion, Minimum standard of living of urban residents could be the direct beneficiaries and foothold in the progress of the subsistence allowances for urban resident. Therefore, it is a way of great value to carry out a research that could modify the subsistence allowances for urban resident. Especially the longitudinal study of its dynamic changes can indirectly reflect the development of our country's social and economic, as well as the operating result and problems of the subsistence allowances for urban resident. It also can provide a reference channel dynamic management to reinforce the dynamic management of Minimum standard of living of urban residents. So it is of great value both in the theoretical and practical ways.As one of the most important east-coast cities of our country, Qingdao has achieved remarkable success in the economic and social development during the reform and opening up. But on the other hand, the reform intensity of the economic system and the economic amplitude was so relevantly fierce as to lead to urban poverty, which restrict further development in economics and society. As a result, the municipal government has started the subsistence allowances for urban resident ahead of rest part of the country since 1994 and made a effective work. The Southern District was the demonstrative district to carry out the subsistence allowances for urban resident. The fulfillment and management of it is somehow standard and orderly. The operation has took a pleasant social effect for the past 16 years and simultaneously provide a feasibility for the research because of its prolonged characteristic.This article took a small-scale empirical research which regarded the Southern District as a research object. It was operated in a way document research along with interview and it elaborated the dynamic changes of the Minimum standard of living of urban residents from the Southern District. It conclude the following regular patterns through data analysis. At first, the Minimum standard of living of urban residents has presented a dynamic development trend of yearly basis growth. The institution coverage expanded year after year. The citizens that is involved in the subsistence allowances for urban resident are more and more. Secondly, the system of the subsistence allowances for urban resident can attract more Minimum standard of living of urban residents to join itself. Thirdly, most people among the Minimum standard of living of urban residents are working capacity. And besides, this kind of tendency is continuously growing. At last, the dynamic management of the Minimum standard of living of urban residents cannot be implemented effectively and it provided a factor for those who checked in and never check out among the Minimum standard of living of urban residents.On base of the conclusion, the author attempted to reveal the factors that had caused the change and regular pattern from both objective and subjective ways. The author analyze deeply a series problems which is behind the dynamic changes and proposed the concept of identification for the Minimum Living Standard. Then the author proposed the strategy and countermeasure to solve these problems from Macroeconomic, the public, personal ideology and the policy system.
