Study On The Adjustment Of The Minimum Living Standard For Urban Residents In Hebei Province

In recent years,the state has adopted a series of effective support policies for low-income groups,and the minimum living security system for urban poor residents plays a very important role.Due to the great differences in the level of economic development in various regions,China's minimum living guarantee has not been a unified adjustment standard.Instead,local governments have designed different calculation methods according to the economic situation of the jurisdiction.The lag of the level adjustment is a universality.The problem.This paper believes that with the development of the economy,the basic needs of the poor people are also undergoing different levels of change.People's livelihood requirements such as education,medical care,and housing need to be reflected in the minimum living security standards.Therefore,this requires a dynamically improved standard.This paper takes the urban low-income system of Hebei Province as the research object,mainly studies the adjustment of the subsistence allowance standard,and proposes the elastic mechanism of the adjustment of the subsistence allowance standard.The main contents of the thesis include: Firstly,on the basis of studying and combing relevant literature,the paper expounds the connotation and characteristics of the minimum living security system for urban residents,and combs the theory of poverty trap theory,social justice theory,market failure and government failure.Laid the theoretical basis of the thesis.Secondly,through the analysis of the changes in the history,standards and number of development of the minimum living security system for urban residents in Hebei Province,the status quo of the minimum living security for urban residents in Hebei Province is analyzed.Third,use the IBM model to screen the source influencing factors in the adjustment of urban residents' low-income standards.Fourthly,the logarithm of the number of urban residents' low-income guarantees,the per capita gross national product,the average wage of employees and the consumer price index are used to establish a multiple linear regression model for the independent variables,and the towns of Hebei Province are completed.An empirical study on the adjustment of residents' minimum living security standards.Fifth,it puts forward countermeasures and suggestions on how the government departments can adjust the standards of the subsistence allowance system in an orderly manner.It is suggested that Hebei Province should make timely adjustments based on the actual economic level of each city and establish a sensitive linkage adjustment mechanism;moderately adjust from the establishment of grading gradient standards and comprehensive indicators of various residents' lives;from comprehensive supporting systems and use of special transfer payments Balanced adjustments were made in both aspects of funding.The main contribution of this paper is to put forward the dynamic mechanism of urban residents' subsistence allowance system standard adjustment.By constructing the urban residents' minimum living security standard adjustment model,the paper proposes the direction and method of orderly adjustment of urban residents' minimum living security standards.
