On The Local Goverment's Emergency Mechanisms Of Public Transport Emergencies

At present, our country is being in economic transition and the critical period of social transformation, meanwhile various contradictions and problems are highlighted, i.e. the frequency of variety of public transport emergencies soars. The management for the precautions and immediate responses to the emergencies becomes the focus of academic circle and government, and is also the hot spot which the entire society pays attention. The government's emergency management not only relates to the development of economy and society's stability but also to the people's lives and their property. Transportation is the lifeline of the national economy, and an important support of regional economic development. How to deal with emergencies of public transport and construct a harmonious society is an important topic, meeting the demands of practicing the ideas of scientific development. Local government plays an important role in responding to emergencies of public transport. Therefore the study of emergency mechanisms of local government public transport emergencies is not only of important theoretical value but also of great practical significance.In this article, we explore emergency mechanisms of local government public transport emergencies theoretically at the first stage, and explore the meaning of local government public transport emergencies, making a summery for the basic characteristics of public transport emergencies and types of public transport emergencies in detail. And the author has analyzed the cause of local government's public transport accident emergency system question from three respects such as management system, legal system, operating mechanism。Then we study the theoretical foundations and status of emergency mechanisms of local government public transport emergencies, review local government's emergency mechanisms of public transport emergencies for the formation, development and typical model, and consequently point out its problems and analyze its causes. Finally we propose corresponding countermeasures, and point out that should take precautions against the mechanism from setting up and amplifying local government's public transport accident, set up the early warning mechanism of high-efficient local government's public transport accident, improve the security mechanism of local government's public transport accident, construct local government public transport science of accident handle mechanism come, so we can improve public transport emergency system of accident constantly.
