The Research On Coping Mechanism Of Emergency In Local Government

Major public emergencies in today's China and the world is an important issue in recent years, it has became the frontier science research in the government management, public management. It can be say, our country has a long history and profound culture, we had known the prevention and the coping of the emergency in the ancient periods ,like"when free from danger ,you must think it all the time" ;" we must prepare for the future ", the proverbs always lead the Chinese people to save themselves in danger and continue the great civilization of China.As the progress of the society and the development of the economy, the contradiction and the association more and more complex between humanity and nature and humanity itself ,it will cause the numerous disasters ,especially the major emergency which influence our most .The thesis studies the function and responsibility of the local government in dealing with the major emergency as the starting point ,then finding the problems and seeking solutions .we try to associate theory with practice in using case analysis method , in order to construct the major emergency mechanism .Making a comprehensive survey , Firstly, the thesis analyzes the function of the government and study the action of the government as the major constructor in emergency, which make a substantial foundation of the theory and the reality .Secondly ,according to the theory ,we find a lot of problems of our local governments in dealing with the sudden accidents .in order to solve the problems further ,we must first study the problems which existence in the local government ,and then we will associate the problems with the latter case that form the theory foundation of the conclusion. The case as the main entrance in the thesis , we emphasize the experience and the problems exposed when dealing with the sudden accident in local government and though it we construct the mechanism of the emergency. Finally , introducing the system mechanism ,fully playing the role of the powers ,we will construct the emergency mechanism of the local government emergency which consist of multiple participants and is good at early-warning, coping and serving.
