This thesis researches the path of process reengineering of the administration examine and approve under the background of the worldwide informatization and networking. It makes use of evidence research and SWOT to analyze the process reengineering of the administration examine and approve in electronic government, and gives examples of Shanghai Maritime Safety Administration.This thesis includes 4 chapters. Chapter 1 elaborates the background, introduces the collection of overview and achievement of experts and scholars, and Introduces innovation and research method. Chapter 2 emphasizes the present condition of process reengineering, and concludes the reason though analyzing the problems in process reengineering. Chapter 3 deals with process reengineering theory and practicing, and puts forward the standpoint of need direction and SWOT analysis, concludes the difference between Chinese and Foreign process reengineering above maritime practice. Chapter 4 puts forward the target of process reengineering, and suggests strategy consisting of plans, administration system reform, law and supervision system integrity.The innovation of this thesis are as the following:Firstly, analysis of the problem in administration examine and making full use of favorable condition and promote complementarity; Secondary, holding the target of process reengineering from the public need; Thirdly, different suggestion depending on SWOT analysis; Fourthly, discovering innovation and revolution in government function, organization and technique. This research will benefit for the revolution of administration examine and approve and takes effect for socialist market economy system, raising administration efficiency and quality and promoting social harmony.
