Research On Government Administration Process Reengineering In China Based On E-Government

At present, countries all over the world process political information with network and computer techniques, dealing E-Government business through innovative methods in IT (Information Technology).However, E-Government doesn't simply equal to on-line political system. We should attach great importance on Reengineering for business Process of government. Otherwise we will fail in achieving our goals. Therefore, process reengineering for government business is the core of E-Government. Through that we can enhance the active connection between government and people, improve the quality of public service, and make the better performance and efficiency of political administration. It is of great practical significance to study process reengineering of government administration based on E-Government. We should always give first consideration to the need of people, be guided by continuous adaptation to the changing requirement of work on government affairs and the demand of the public, make the work of government more scientific, compatible and democratic, utilize effective function for public services, enhance the efficiency of business in government, and speed up the development of an diligent and honest service-oriented public administration.By theoretical analysis and cases in both quality and quantity, this thesis starts from the research in the functions and relations between E-Government and process reengineering. And then by analysis and discussion on the meaning of process reengineering in E-Government, and through the case of business restructure and process reengineering in land revenue department of S-city in Hubei province, we will analyze and research the tax process, and make research on the structure and administrative system, to seek a better, standardized and detailed way of tax management, to create a proper system of taxation which will increase our efficiency and improve the tax services. During the process, we will pay more attention on the content of tax payer and procedures. At last, we can accelerate the construction of an honest and diligent government, as well as the transformation of government functions. In that case, with consistent improvement on both quality and quantity in tax administration, we are capable to realize the essential transformation from traditional function-oriented form to contemporary procedure-oriented form for taxation administration.This thesis adopts the method of combining positive analysis and theoretical demonstration, containing four main sections in content. Section 1 is introduction, which outlines the reason for title electing, the motivation of this research, the adopted method, and the basic idea. Section 2 is theoretical demonstration, which aiming at the main problems explored in this thesis , overviews related theory of process reengineering , demonstrates the intension , features and functions of process reengineering based on E-Government, in order to provide the theoretical source and support for the research on process reengineering of public sectors in the following sections. Section 3 is the analysis of necessity, which proceeding from the practice of government administration departments, chooses the regional tax authority of s city in Hubei province as the research case, and then focusing on existing problems in tax process reengineering, analyzes the necessity of process reengineering. Section 4 is the investigation of strategy, which combining the presentation of the above two sections and taking the practice into consideration, explores several facets of implementing process reengineering, including basic idea, objective orientation, overall framework and guarantee condition. Through the analysis and study of tax process reengineering for the regional tax authority of s city in Hubei province, this thesis fully demonstrates the necessity and importance of implementing process reengineering in public sectors, and based on that, it provides the principle for further improvement and the perspectives on future implementation.
