Study On Government Process Reengineering Based In Electric Government Perspective

The world economy and social development have been changing rapidly with the beginning of the new century; the government takes on more and more comprehensive, complex tasks which demand quick responses in various fields of national economy and social development. The traditional policy environment has taken great change; the original administrative methods are not effective in new conditions, especially after entry into WTO, it produces great impact on our government. The integration of world economy and globalization make the traditional pyramid-shaped power structure transfer to flat direction.The notable characteristic of electric government is government working process reengineering which is driven by the service behind the technology, it is also the key whether the electric government will succeed or not. Government working process reengineering is an important measure for the organization out of difficulties; is an efficient method of eliminating potential danger and keeping the competitive advantages; is an application of private department working process reengineering. It provides a new type of concept and tool for the reform and development of public administration. This paper briefly introduces the development situation and basic thoughts of business process reengineering, illustrates the existed drawbacks of government administrative process on the basis of traditional administration bureaucrat thoughts in the present changeable situation and identified the basic characteristic of government working process in the electric government surroundings. This paper shows that on the premise of successive government function and under the electric government circumstances the government must realize the transformation of government administrative working process, truly serve the society, the enterprise and the citizen, and finally establish the new-typed government based on the electric government system.
