Research On Government Process Reengineering With Electronic Public Service -oriented

Mankind has entered the 21st century with the characteristics of the "information". As information technology in the rapid development worldwide, especially in the popularization of Internet technology, e-government information is becoming one of the most important areas of the world. E-Government is changing the efficiency and quality of government management, improving service capability and level of government management, promoting multi-perspective development, the development of e-government has become the consensus of government agencies around the world.Based on the current situation of China government and the analysis process ,to identify drawbacks and problems in and out of our country .In the study of development of electronic public service models in and out of our country , learn from its experience, propose the theory of introduction of the government management process reengineering .By means of Management Innovation and IT to improve public services and strengthen social management. Apply the new government process to the building of the electronic public service, to satisfy the value expectation of the citizen to the government. Theory of electronic public services, combined with the government process reengineering, to establish a government for China's national conditions and methods of the framework of BPR, to provide new ideas to the process reengineering for China's government. Make "the public as the central" government electronic public services to be good in practice, and finally to the goal of increasing public satisfaction, and comprehensively improving the government efficiency.According to China's specific national conditions, from the basic theory of the electronic public services and e-government process reengineering , drawing on the typical mode of development of electronic public services, in the process of status of Government Affairs ,based on the analysis of present electronic public service, the article raise the framework of government process reengineering with electronic public services oriented. propose the measures of accelerating the center of public service transformation of government functions, transformation of government, enhancing government management ,which has a strong practical and practical value.
