The ultimate goal of socialism is to realize common prosperity,but the rural areas in the underdeveloped areas have always been the weak link on the road to common prosperity,therefore,in the report of the 19 th National Congress of the Communist Party of China in 2017,Comrade Xi Jinping clearly put forward the implementation of the Rural Revitalization Strategy.In 2021,the 28th session of the 13th National People’s Congress passed the law of the People’s Republic of China on the promotion of Rural Revitalization.Since then,the strategic position of Rural Revitalization has further risen.Under the background of rural revitalization,the development of rural areas in underdeveloped areas is both key and difficult.Since ancient times,talents have been the key cause of success and failure.The realization of Rural Revitalization in underdeveloped areas is inseparable from a large number of rural cadres,especially excellent rural cadres who are willing to take root at the grass-roots level.However,due to the development history and current situation,the wages,benefits and other working and living conditions of rural cadres in underdeveloped areas lag far behind those in developed areas,therefore,the underdeveloped areas are at a disadvantage in the competition for recruiting and retaining excellent rural cadres.However,the underdeveloped areas are in urgent need of a large number of talents to do business,need to further enrich the ranks of rural cadres,strengthen grassroots organization construction,in order to strengthen the implementation of the CPC Central Committee’s policies and arrangements,leading the people to achieve a corner overtaking,catch up with the pace of development in developed areas.At the same time,there are still some defects in the selection and use of rural cadres by local governments,resulting in excessive pressure on rural cadres.There is a general staff shortages.At present,the supply and demand of rural cadres,both in terms of quantity and level,are insufficient and do not reach the optimal equilibrium state,which seriously restricts the quality and efficiency of the implementation of the Rural Revitalization Strategy.Starting from the actual situation of rural areas in underdeveloped areas and based on the law of market economy,this paper regards rural cadres as a kind of special human capital,uses the general equilibrium theory of economics,analyzes the current market supply and demand of rural cadres,and clarifies the objective factors affecting supply and demand.After the implementation of the Rural Revitalization Strategy,there are some objective problems in the current equilibrium of rural cadres in underdeveloped areas,such as the number is difficult to meet the work needs,the level is not in line with the work requirements,the general pressure on the work of cadres,the rapid loss of cadres and so on.There are many reasons for the formation of these problems,such as objective history,insufficient subjective understanding of local governments,inaccurate positioning of the talent attribute of rural cadres,incomplete guarantee for rural cadres and insufficient incentive measures.In order to realize the efficient balance between supply and demand of rural cadres,on the supply side,we must subjectively strengthen the attention to the problem of rural cadres,re understand the talent problems related to rural cadres,reduce the talent training cost of rural cadres,pay attention to strengthening the comprehensive guarantee of rural cadres,and strengthen the positive incentive of rural cadres;On the demand side,we must further clarify the work responsibilities and priorities of rural cadres,vigorously rectify bureaucracy and formalism,establish an assessment system with performance as the first goal,fully give rural cadres the right to speak in terms of work content and assessment methods,and actively promote online handling and self-help machines and tools in places where conditions are ripe,so as to effectively control redundant needs.Through detailed and in-depth research,find ways to improve,strengthen the attractiveness of rural cadres’ career,reduce redundant demand,fully realize the efficient balance between supply and demand of rural cadres,and meet the needs of Comprehensive Rural Revitalization. |
