Now,manage job of grass roots of the engineer corps of A group army is confronted with many new problems,for example, the military officer comes from army school and university mostly,not form the soldiers,the proportion increase of the sergeant after the system innovation about military service,the request about ability enhance of military officer for army information-based construction,and so on.The lack of experience of new military officer,the contradiction about study and work for the next post of the older militaty officer appears in the manage job of grass roots,and the vacancy of post for the military officer of the grass roots , the sergeants don't have enough right and don't bring into play enough action.The text studys the power-change factor of the engineer root corps of A group army based on the theory of power-change, used the succeed experience of other countries, studys the feasibility and validity about the improvement of function of the sergeants in the the engineer corps of A group army.In order to advance manage job of the grass roots corps,the text suggests redressing function of military officer and sergeant for the lack of experience of new military officer,the contradiction about study and work,the lack of motivity and function for the sergeant in the manage job of grass roots.
