To fulfill the historical mission of our army in the new century and new stage, to advance the Chinese characteristic military reform, to prepare for the militarystruggle, the talented person is a key.Petty officer troop is one of the five types person with ability in our army intermediate in rank between the solder and the officer, which has an important role in the war, training, management and the work of thinking and politics. The higher or lower in the quality of petty officer determines the precession of the modernization in the army and the level of war. Intensifying the construction and research of our army sergeant assessment system, constructing the scientific sergeant examining and assessing system, providing the reliable talented person to guarantee our army's "hits and wins" "does not deteriorate", are currently an important Logic which our army work faces.This paper makes an overall review of both domestic and foreign theories and approaches for performance appraisal using the method of combination of theory with demonstration.This dissertation discuss and analyze the theoretic foundation, confirming the quota and proportion system, methods of evaluation and operation. The thesis consider that performance is the result of many factors act synthetically. There are complex and dynamic mutual action among the factors. The independed appraisal quotas and simple relation of distribute proportion is one of the primary reasons that effect on the reliability and validity of PA. Guided by the thinking, In order to achieve this point, the paper adopted methods like literature exploration, experience discussion, questionnaire, etc. Considering the characteristics and trends of current and future military conflicts and departing from the requirements for sergeants, based on the specific features of sergeant evaluation, BSC's four dimensions are exchanged. Furthermore, the main factor model, finished and a complete index system and evaluation system have been BSC model has been set up.This paper can provide a theoretical base for training and selection of the sergeant s, and can also be an reference for the evaluation of other kind of military talents.In short, the creative point of the paper is its drawing BSC, which used to be applied in companies, into army sergeant evaluation system. In addition, four dimensions are exchanged; the model of BSC, applicable for evaluating sergeant performance is set up and a new examines pattern is suggested.
