The performance of the new century new stage our historical mission topromote the revolution in military affairs with Chinese characteristics, themilitary struggle preparation, the key lies in the talented person. Sergeantteam is one of our five talents team, is a special class between soldiers andofficers, fighting in the army, training, management, and plays an importantrole in political and ideological work. Armed police force is an importantcomponent of national armed forces, the main function is to maintain nationalsecurity and social stability. Sergeant team is the backbone of the armedforces center task force, its quality directly decides the regular troops of thecompletion of tasks of implementation and the center.By using the theory of performance evaluation of sergeant qualifiedrating system in-depth study and exploration, the armed police force toperform the functions of mission, strengthen the construction of armed policeforces, accomplished with duty, emergencies and anti-terrorism struggle forvarious tasks in the center of the has very important practical significance. Inthis paper, by adopting the combination of theory and empirical methods athome and abroad about performance evaluation theory and method to carryon the comprehensive review. From theoretical basis, the determination of theindex system of performance evaluation, evaluation methods are discussedand analyzed, that performance is a result of the combined action of manyfactors, exists between factors and complicated and dynamic interactionrelationship, rather than the current evaluation indicators in the evaluationsystem of independent and simple weight distribution relations, the problem isthat impact assessment of one of the main reasons for the reliability andvalidity. Under the guidance of this thought, through the integrated use ofliterature, investigation method, experience, interview method, questionnaire survey and the basic methods of research, adhere to the combination ofqualitative analysis and quantitative analysis, combining theory with practice,basing on the current and long-term, armed police officer team construction ofthe new period according to the actual demand of finished sergeant qualifiedrating system construction work.Innovation point of this paper is to introduce the research of performanceevaluation of the armed police officers work good rating, can be used forofficers, training, and provides a new method for assessment of rewards andpunishments can also have some reference for other types of military talentevaluation.
