With the introduction to the necessity and possibility of the return, the specific ways are indicated. The legislation in external environment goes above all and giving supports, then the self developments of consumer association should focus on enriching the internal governance mechanism, consummating the present functions, renovating the knowledge, dealing with the government, which all lead to an breaking point to return non-governmental.
