With the improvement of agriculture productivity and the development of urbanization, more and more agriculture labor surplus (the so-called farm workers) influx to cities for better job opportunities. And the complexity of transformation from farm workers to citizens become increasingly conspicuous. This farm worker civilization is proposed on the basis of two-step-urban and village labor transformation. Farm workers are on the progress of gradually gradation with the urbanization. The second generation of farm workers compared to the first generation not only featured in social and economic status and individualities, but also exemplified in the following aspects, more younger, more gender balanced, more target cities and more industries are accessible. These farm workers are willing and eager to become the citizen of where they choose to work and settle down. This article suggests that industrialization and urbanization are the propulsion of the transformation, but the urban and village dual structure forces farm workers confronting the dilemmas referring economy, politic, social status, public services, constitution of themselves and environment concerning, which heavily hamper the transformation. Farm workers contribute a lot to the development of cities and they are indispensable for the prosperity of these cities. However, they lay on the bottom of the society and do not receive what they deserved, citizen rights and esteem. Therefore, this article target on Shaanxi province and delve into the living conditions of farm workers ,analyze the necessity and feasibility of the transformation from farm workers to citizens and the hindering factors against this process. Finally, this article propose some suggestions regarding the register regulation, employment and social securities and progeny education.
