Livestock and poultry products quality safety is an important question what agricultural development and policy research on. "The events of supermarket selling fake eggs", "beef paste", "hormone chicken", "lean meat essence" made that security problem of livestock and poultry products became the focus our government and public concern.According to the ministry of agriculture, animal husbandry total output value of agricultural output ratio has been promoted year by year. Facing this fact, to ensure livestock and poultry products safety, we should innovate regulation theory of product quality safety, complete the legal system and formulate long-term effective mechanism to guarantee the livestock and poultry quality of product safety.The paper discusses systematically about the basic theory of supervision on the quality security of livestock and poultry products.In terms of the basic legal theory, this paper concentrates on the market regulation theory, security value theory and interest and interest system theory. From the economics theory point of view, use for reference of asymmetric information theory, market failure and government failure theory.
