With the gradual expansion of food production and food trade internationalization, food safety has already aroused wide public attention. Having rich nutrition and a delicious taste, foodborne livestock and poultry products are indispensable to humans. Along with the steady social development of our country, people’s demand for foodborne livestock and poultry products has changed from the pursuit of quantity to quality and safety, and the safety of livestock and poultry products has become one of today’s extensive and profound social problems. In recent years, the farmers who were driven by economic interests, have overused veterinary drugs, and even used illegal drugs in the process of livestock and poultry breeding, which have caused frequent "clenbuterol" poisoning events. Foodborne animal products quality safety problem is becoming increasingly severe. It has posed a serious threat to human health, resulting in the loss of public faith in food safety, and a great influence on the government’s credibility and social image.This paper chooses the foodborne livestock and poultry products as the research object. It elaborates on the research background and significance, and also the research status of the emergency management theory at home and abroad. Mainly using the interview method and empirical approach, this paper analyzes the present situation of Guangzhou’s livestock product quality and safety. First and foremost, based on the characteristics of livestock and poultry product supply and distribution system, it analyzes the existing problems and hidden dangers of the four aspects of livestock and poultry, namely, livestock and poultry breeding, livestock and poultry circulating and slaughtering, consumption of livestock and poultry products and the administrative supervision of law enforcement departments. Then, with the analysis of the quality and safety of animal products in emergency case, it studies the fundamental cause of these emergency events and evaluates the effectiveness of the emergency response measures, taken by relevant government departments. After that, it uses the theory of public security technology "triangle" framework and the principle of the chain of events to analyses the five aspects in detail: disaster factor, emergencies, disaster bearing carrier, the chain of events and emergency management; Finally, the paper discusses the construction of the emergency management system for the quality and safety of food borne livestock and poultry products from six aspects, and the improvement of the reward and confidentiality of the reporting system, in an effort to promote the enthusiasm of the public, media and social organizations as the third-party supervision, and to call for the joint effort of the whole society to supervise the security of the tip of the tongue corporately.
