Extension-based Volunteer Management Methord Of Legislation

Voluntary Service originated in the 19th century is product of civilization in the history of human society development. In many Western countries Voluntary Service had developed rapidly. With 30 years of reform and opening-up and social progress, Voluntary Service has made rapid progress in China based on the solid historical foundation and a wide range of social needs. Now Voluntary Service is playing an increasingly important role in the field of social services.In China, voluntary service as a noble and civilized social behavior,has played an active role in promoting social progress and maintaining social stability and it also played an irreplaceable role in the promotion of social construction of spiritual civilization and harmonious society. However, because of the historical reasons, there have been various problems in the course of the development of voluntary service. Currently, our country has not had a national law to regulate the voluntary service. This situation has seriously hampered the further development of volunteer services.Firstly, I analysis of the present situation of voluntary service and then I analysis the factors which affect the legislation of Voluntary service based on extension theory. At last I define five key factors: government, volunteers, voluntary organizations, the public and the media, which affect the legislation of Voluntary service. The five factors are associated with their respective characteristics. It is the respective characteristics that which affect the legislation of Voluntary service. By extension analysis, we determined that the Government is of Key factors affect the legislation. I analysis the five key features of the Government and determined the key quality control points based on extension theory. Finally, according to these quality control point, and Extension Knowledge, I propose some advise about how to put forward the Legislation of Voluntary service.
