Neither friends nor rivals are everlasting, but only profits. The motivation of national behavior is the national interests, which depends not only on a nation's willing but its interactive gaming with other states. The essence of interaction is a game of power, and what's more, good strategies can strengthen efficiency of power but the inferior strategies will influence the normal use of national power, or even weaken the existing power. Consequently, appropriate strategies are necessarily needed and play a key role for gaining the interests, and then bear on the state's prosperity and decay.Since people have different concerns on international affairs and its essence, different national strategies are needed and made. Firstly, the writer makes deep analyses on national powers and interests, and concludes that national strategies are defined by the powers and interests, namely, making strategy should be considered and analyzed from the prospective of national powers and interests. Secondly, with further analyzing of Rational Choice Model, which is the most suitable analysis framework of national powers and interests, and its core is making cost-benefit analysis of national powers and interests; and the theory of game is one of the best ways to do with cost-benefit analyzing. Finally, we draw the conclusion of the principle of making strategy by taking the game of East Asia order as a good case. The principle for making national strategies is that state should pursue enlightened interest with prudent power.With the discussion above, the writer suggests: 1' regional relations: China should develop and deepen East Asian Community; 2' bilateral relations: China should corporate with the USA to contain Japan, and ease the intension of small players; and 3' internal relations: China should strengthen her navy force, which do help a lot in structure balancing of national powers.
