Astudy On Community Network Governance

With the deepening of the economic system reform and GDP increase continuously, the reform of the administrative system and social management system in China has remained at the edge of deep water, which can not move forward, and lag behind the reform of economic system. The reform of the administrative system and social management system behind the economic system began to affect the development of economic stable and positively. Community is the basic unit of urban governance, which is the region closely linked to people`s livelihood. Community is the most direct place for self-government in urban communities, and also the most direct public service provider for community residents. Under the traditional sub-district office-residential committee governance system, community governance has gradually revealed many problems: community governance system is not smooth, residential committee lacks of autonomous function, residents are lack of community sense. Being short of supply of public services and institution affect social`s stability and development, community governance system needs to change.Community network governance responses to social networks, government reform as the background, which dedicate to construction cooperation network among public sector, private sector, third sector and community residents to address the increasingly complex environment of community governance ,through closing public-private partnerships. The core of community network governance is the transformation of government functions, and straightening out the institutional relationship between the government and society, in which the government Steering rather than rowing who is the advocate of public value rather than the direct provider of public services. Community committed to the supply of public service and governance institution, giving full play to autonomous ability. This article will introduce the network governance into the governance of urban community, study the needs for community network governance, clarify the multi-governance body's position, the division of labor and the associated problems in the network. At the same time, by analyzing the operation mode of network governance and related management tools, the study will build a new model for the urban community network governance.
