The Influence Of Governance Network Characteristics On Urban Community Construction Research

As a new practice of social governance,community building has been given the important task of activating communities,building communities and organizing desertification residents.Community construction requires multi-party cooperation.Construction projects based on the linkage of the three agencies are implemented by social organizations into the community.Various subjects have formed different governance networks in the interaction.Provin believes that different networks have differences in trust,network scale,target consensus,and network capabilities.These four elements have also become the elements to observe the characteristics of governance networks.This article combines social capital and other related theories to abstract specific network characteristics,and uses public policy evaluation and community building theory to establish a community building effect evaluation table to explore the relationship between trust,target consensus,network scale,network capacity and community building effect.And its influence mechanism.The research in this article is divided into two steps: the first is to distribute questionnaires from an individual perspective,trying to explore the relationship between trust,target consensus,network scale,network capabilities and community building effects and their role paths;the second is to select cases from the perspective of the overall community,Based on typology,explain the relationship between the main bodies of the network,explore the implications of trust,target consensus,network scale,and network capability elements,and analyze how they affect the construction effect and existing problems,in order to verify the measurement Whether the conclusion is correct,based on the four influencing factors,lay the foundation for the targeted suggestions for the countermeasure chapter.The research conclusion of this paper is that trust,network scale,target consensus,network capability and community building effect have a positive correlation,and in the process of trust's effect on building effect,target consensus,network scale and capability play an intermediary role.By summarizing multiple construction examples,it is found that there are actually three different types of community-based governance networks: dual-led,executive-led,and service provider-led.The results of the interview questionnaires all proved that the dual-dominant network has high target consensus,high trust,high network scale,high network capacity,and the best community building effect.The building process also verified the intermediary model.At the same time,based on three cases,four major problems were found: low level of trust and uneven distribution;insufficient results due to project fragmentation and difficulty in cohesion of consensus;effects caused by social organization landing obstacles and insufficient network scale;Resident participation mechanism is not perfect,network effect is weak,resulting in insufficient effect.Based on the above results,this paper proposes countermeasures that emphasize the role of demand,improve service quality,strengthen project integration and improve the level of reciprocity,value the rationality of assessment,and diversify communication channels and negotiation forms.Through these countermeasures,it can increase trust,consensus,network scale,and network capability level,and achieve an increase in construction effect.
