Research Of Multi Governance Network Of Urban Community In China

China's urban grass-roots social management system has experienced the"system of unit" and the "system of street",which is now moving towards the"system of community" which means multi-subjects governance.However,causing by reasons related institutional,organizational and individual,the community governance process is facing many difficulties,which has aroused many social concerns.This paper attempts to break the traditional "government" and "market"perspective,based on the perspective of the whole network,analysis the form and characteristics of urban community governance network and explore the third interpretation path,to analysis the roots of community governance dilemma.On the basis of the application of policy network in community governance theory,the study create six-dimensional analysis model,including the dimensions of actor,resource,relationship,rule,cognition and actors' strategy.And the comprehensive introduction and in-depth analysis of the six dimensions.Based on the actual situation of urban community governance network,according to the strength of administrative power in the community and whether the actors really participate in the public decision-making process,the modern urban community could be divided into four types of network,which are the mandatory network,the spontaneous network,the leading network and the planned network.The four types of communities basicaly summarize the main points of multi type network of community governance in China.Through the theory of choice,carry on case study to the BY community,KD community,DG community,and HP community,understand the basic situation of the community and the main decision-making process.After the analysis of the six dimensions of the policy network model,the paper basic familiarity with main characteristics of four type governance network,then could summarize the basic forms of the multi type governance network in China.Then,through the comparative analysis to reveal the objective characteristics of the community governance network,the overall characteristics of China's community policy network are discussed,and reveal that the main reason for restricting the process of community governance lies in the deficiency of community governance network,so the optimization strategies of multi governance networks of urban community are given.In the environment of vigorously promote the community construction and face the need of community autonomy,it is innovative to carry on community governance research based on the analysis of the whole network,which could provided certain value and contribution for grasp the community network morphology and break through the plight of the community governance.
