The average economical growth of China during the 11th Five–Year plan was 11.2 percent each year, well above 3.5 percent, the average growth of global economy in the corresponding period. And the economic aggregate exceeded 5 trillion, making China the second largest economy across the world, only next to America. However, China had become the second largest country of energy consumption years before that. Therefore, the energy consumption for every ten thousand GDP is 3.4 times higher than the world average rate, if counted by energy consumption of every GDP unit. China has paid the price of high energy consumption in exchange for economical growth. And in combination of few resources per capital and low efficiency of energy using, the conflict between economical growth and energy shortage has been increasingly prominent. Electricity, the primary terminal means of current energy consumption, directly influences social production and people's daily life. More than 80 percent of the power plants under construction in the world are in China. Nevertheless, in the first half of 2011, some undeveloped areas in the west of China suffered electricity shortage due to drought and price growth of electricity and coal. The demand of economical growth is not fully satisfied by continuous electrical construction and increase of electricity generation in the past years, otherwise, electricity is still in short supply. While electricity consumption in America just increased 45 percent during 1970s and 90s when its economy was booming and economic aggregate doubled. The great achievement was realized by the emphasis on management of electricity demand. Therefore, to perform electricity demand side management and enhance electricity using efficiency becomes one of the means to realize sustainable development and transformation of economic developing mode.The thesis introduces the connotation, methods and development of Electricity Demand Side Management (EDSM) both home and abroad, and summarizes its developing trend and mode. Based on that, the thesis , from the standpoint of law system, explores the defects and improving spaces of Chinese legal system of EDSM in order to establish a legal system of electricity demand side management with Chinese characteristics.
