The core of management is over a man that all behavior is the realization of the people as center, and the behavior of people power is the internal force and the situation of the interaction of the force field function, only fully mobilize people enthusiasm and stimulate people’s subjective initiative, to improve the efficiency of the policy. And the office workers belong to commonly interior sex work, is an organization unit axis of a normal operation, which is the bridge to subordinate communications and it’s balancing the relationship, and coordinates.deals with various parties center, working content area wide amount is large, intricate plot complex, such groups can easily lead job burnout, because the office administrative personnel job bumout of high proportion has been the reality of the situation.By analysing different groups of office administrative personnel demand characteristic we find that to establish and perfect the office administrative staff of incentives has an important meaning.In this paper, we regard the district and county of Chengdu level administrative office workers as the research object.At first,the district or county office administrative staff this article discusses the necessity,then to our county current incentive system reviewed the development of the current incentive mechanism, and achievements for sure.on China’s civil servant incentive problems make overall description. In the present situation analysis which is based on questionnaire survey and Study on different groups of district and county administrative office staffs work enthusiasm and the factors which affects the demand factors as well separately from the different gender,age,education and other aspects of the different office administrative staff on the wage income rise, family happiness, welfare, working stability, the influence work actively,the factors and the corresponding demand for comparative analysis.At the end of the west developed countries on office administrative staff incentive experience is discussed and results evaluation and the reality of China basing on the results in the statistical analysis.presented with pertinence and practicability of the corresponding incentive measures.
