The Study Of Disastrous Public Crisis Governance Based On E-government Platform

From time immemorial, China is a country with frequent occurrence of disastrous public crisis. Since the 21th century, with the high speed development of economy and science technology, and the deeply promote of globalization, disastrous public crisis began to present characters of high incidence and high risk. It even affects the global status of our economic social development and the security of people's life and property. It attracts wide attention of state leaders and social circles. The alarm sounds again and again, urging us to attach great importance to crisis events. While strengthening the theory and practice of research on crisis management, we must also put construction of the emergency management system on a priority position, and take practical measures to build prevention actions first, responsively, efficiently and fast, comprehensively and coordinated disaster management system of public crisis in order to reduce the losses caused to the public and to promote social harmony and stability and sustainable development.As a product and symbol of the information age, e-government is not only a technological innovation, but also a revolution of the mode and ideas of public management. With the construction of e-government gradually increasing, by means of network information technology, combining with the disaster of public crisis and the rapid developing e-government, the establishment of the disaster of public crisis management mechanism based on e-government platform will effectively increase the efficiency and effectiveness of resolution on a various types of crisis.Based on the combination of basic concepts of disastrous crisis governance and e-government, guided by the theory of good governance and multi-center system, this paper focuses on the positive role which e-government may play in crisis management. The paper also put forward a multi-cooperation frame to establish a crisis management system that based on e-government platform. Some supporting schemes combined with cases is also suggested at the end of the paper.
