Predicament And Countermeasure Of Disastrous Public Crisis Management In Government And NGO Cooperation

China is in the period that disaster public crisis is frequent, the public crisis caused by the disasters is destructive, broad, great uncertainty, it caused huge losses to people’s lives and property, environmental resources, economic and social security, and damage to the normal social order and social stability. On the one hand, government by virtue of its mandatory public authority and the basic security of law plays an active and indispensable role, while the drawbacks of limited government have become apparent. On the other hand, a series of disaster public crisis triggered unprecedented social forces and volunteer spirit, as NGO developing and growing, it also actively sought to participate in crisis management. In the conditions of this reality, the Government and NGO should have each other, and give full play their respective advantages and to maximize the public interest, but should also see the current cooperation between the Government and NGO, there are still problems to be solved, these problems hinder the vigorous development of the NGO, but also reduces the social benefits, increased social costs. For these reasons, government and NGO public crisis management better and more effective cooperation to reduce the losses caused by the crisis on the economic and social safeguard the interests of the citizens, promote social harmony, I chose our public crisis depth study of the plight of government and NGO cooperation, in order to find effective ways of cooperation, promote the development of multi-center governance structure of our society.Based on the analysis of the advantages and disadvantages of government and NGO in disaster public crisis management, this article argued the necessity of cooperation and demonstrate the cooperation between the two possible theoretical basis for governance theory, multi-center system theory; followed by analysis of government and NGO cooperation dilemma in public disaster crisis management, including cooperation in space and limited in scope, lack of specialized coordinating body, the lack of institutional practices, lack of continuity of cooperation drives; again, by comparing the successful experience of cooperation between the frame mode of cooperation pattern as the representative of Britain and the regularization mode of cooperation pattern as the representative of American and Japan, this article raised the strategy selection of dilemma of cooperation between government and NGO, establishing functional complementary partnership, promoting deepen cooperation by a variety of ways, establishing formal channels to ensure cooperation orderly, establishing institutionalized system of cooperation, formatting long-term mechanism to strengthen cooperation dynamics. Facing the increasingly complex disaster public crisis, if only standard and strengthen mutual cooperation between the Government and NGO, can China improve the comprehensive ability in order to deal with the crisis.
