A Study On The Legalization Of Public Crisis Management

In recent years,with the rapid development of China's economy and social progress,various public crises caused by various factors have occurred frequently,including the 2008 Southern Blizzard,the Wenchuan earthquake and the 2010 Yushu earthquake.In 2015,the "8.12" explosion in Tianjin Binhai New area and the Shanghai Bund stampede had a great impact on public safety,people's lives and property,and social stability,and constantly tested the effectiveness of public administration departments.The ability of public management departments to effectively prevent,respond quickly,and properly deal with highly unpredictable and complex public crises is tested,most effectively in the It is in the period of social development and transformation that all kinds of social contradictions and natural disasters are repeated,and the governments at all levels of our country are generally faced with enormous challenges.This article holds that managing all kinds of public crises according to law and promoting the rule of law in the governance of public crises in our country is to uphold the rule of law in the 19 th CPC National Congress and the government ruled by law.Rule of law society integrated construction of all-round rule of law,the basic strategy of the general background of the requirements of course.However,in the face of the diversification and temporary assault of the management of public crisis,the choice of rule of law to manage the public crisis needs sufficient theoretical support and clear realistic basis.Therefore,this paper attempts to discuss the management of public crisis and its legalization process and present situation in China.Taking the Yushu earthquake in Qinghai Province as an example,this paper analyzes and probes into the current situation of public crisis management in China.City public crisis management rule of law overall state,summed up to find out the deficiencies and problems.Then,further broaden the field of vision of the research issues,carry on the in-depth literature research to the foreign public crisis rule-by-law management,through the comparison with our country public crisis management rule-by-law status quo,It is found that it is necessary to promote the legalization of public crisis in China.Finally,the author puts forward some suggestions on how to promote the legalization of public crisis management in China from four aspects: law,government,system and society.
