| Responding to global climate change has become one of the focuses that the world must pay attention to in seeking new economic development.As a new mode of economic growth,the “low-carbon economy” has become an inevitable choice for human society to deal with the effects of climate change and promote the healthy and effective development of human society.Since the 18 th National Party Congress,the CPC Central Committee has attached great importance to the construction of ecological civilization and has taken it as an important part of China's overall layout with an unprecedented attitude.It requires the creation of an economic and socially compatible development model and the connotation of a “low-carbon economy”.The high degree of unity,and the establishment and improvement of its legal security system provide institutional support for the efficient development of low-carbon economy.Therefore,building an ecological civilization should not only develop a low-carbon economy,but also carry out research on the legal protection of low-carbon economy.By sorting out the research status of ecological civilization and low-carbon economy,the necessity and feasibility of legal protection of China's low-carbon economy under the visual threshold of ecological civilization construction have been clarified,and existed from the four aspects of legislation,law enforcement,justice,and law enforcement.The issues were briefly described;on the basis of lessons learned from developed countries such as the United Kingdom,the United States,and Japan,it was proposed from the four aspects of scientific legislation,strict law enforcement,impartial justice,and people-abiding law to create China under the visual threshold of ecological civilization construction.The proposal of a legal system for low-carbon economic security is expected to promote the realization of the goal of ecological civilization construction in the new era. |
