In 1776, the Swedish government issued the "Freedom of the Press Act", which created a precedent of government information publicity. Thereafter, with the progress of the people's right to know, government information publicity has achieved a rapid development in the world. All sorts of laws about government information publicity also have been published. Among these laws, the "Freedom of Information Act"(FOIA) published by the American government in 1966 is the most typical one. Similarly, China also implemented the "Government information publicity Regulations" in 2008.After a development of over 200 years, the concept of government information publicity has been generally accepted. The ways and channels of government information publicity, however, are constantly changing. The development of the Internet has made government websites and e-government enter into the government and the public's attention. For a while, Internet has become the main channel of government information publicity. However, in recent years, there has been a considerable development of mobile communication technology. Mobile phones have gradually become a part of people's life and a media of government information publicity. Then, what should we do to develop the government information publicity based on the mobile media? Researches have been done in this paper.First, through some theoretical research, the paper defines the connotation of the government information publicity based on mobile media and expounds its characteristic. Then, the development of the government information publicity based on mobile media at home and abroad is introduced. And the paper analyzes the feasibility and necessity of the development of the government information publicity based on mobile media in China. After that, this research establishes a pattern of the development of the government information publicity based on mobile media. The pattern includes mobile websites; short message service center and the system of customer relationship management. The last part of the paper is a case study, which indicates that the pattern can make excellent effect.
