A Study On The Minimum Living Guarantee For Urban Residents In Wuhan

The reform of the economic system has led to a great adjustment of the benefit pattern. Some enterprises have to reduce their number of employees because of increasing pressure. The number of laid-off and unemployed is also going up. Poverty issues of urban residents are becoming more visible gradually. With the deepening of the reform of economic system, the gap between the rich and the poor widens gradually. Some poor citizens whose interests have been damaged by the reform of economic system may feel resentful to our society. How to dredge this kind of resentment effectively in order to maintain social stability and to reach a harmonious world? This problem has attracted more and more attention from the experts and scholars. The minimum living guarantee for urban residents was put forward under this situation. This paper analyzed the problems in the implementation of the minimum living guarantee in Wuhan. And on the base of the result, it proposed some corresponding counter-measures according to the related theory.This paper reviewed the past 14 years'developing history of the implementation of the minimum living guarantee for urban residents in Wuhan. According to the city's status of development, it analyzed the current condition of the implementation of the minimum living guarantee for urban residents in Wuhan from the following four aspects: the object who should be guaranteed, the resources of fund, the applying procedures and the managing structure, and summed up its problems in system of regulations, financial basis, administrating management and legal system building. Then, with the guide of Hierarchy of Needs Theory, Social Exclusion Concepts and the Theory of Public Goods, it proposed corresponding countermeasures and suggestions for problems in the minimum living guarantee for urban residents in Wuhan. The measures to improve the system construction are as follows, reasonable define the guarantee objects, timely adjustment of minimum living guarantee standard, standardize the survey for the family economic status, implement dynamic management. The measures to improve the financial package system are as follows, reasonable adjust the proportion of government at all levels, excavate social resources extensively to establish a diversified funding mechanism. The measures of build a sound system of internal and external oversight are as follows, increase the number of basic staff and the subsidies to them, introduction professional social workers, standardize the file management, and construct a full range of monitoring system. In addition to the measures mentioned previously, improve the laws'and regulations'construction of social assistance system is also needed. The counter-measures mentioned previously are relevance and feasible to a certain extent, hope that they can make contributions to the improvement of the minimum living guarantee for urban residents in Wuhan.
