The Analyses Of The Relationship Between The Governmental Information Disclosure And The Archives Disclosure

This paper begin with two cases .By analyzing these cases the paper conclude that if the governmental information can not be opened to the public when the governmental information has been transformed into archive file, the administration can take the archive file disclosure instead of governmental information disclosure, and thus the legislative intent of the governmental information disclosure can not be achieved . Therefore, this article research the start and the development of the governmental information disclosure construction, the difference between governmental information and archive files in order to rationalize the relationship between the two management areas, clear the range of governmental information and archive files, find the reason why the two can not replace each other , and to provide a theoretical basis for practical action. The same time, through the analysis of the problem of government information open system, solve the problem in the edge of two disclosure areas , and suggest after the file been transformed into archives, , archives administrator should assume the obligations of the governmental information disclosure within the files, hoping to help promote governmental information disclosure and archives disclosure ,and to provide conditions for sustained and healthy development. Paper is divided into five parts: The first part is introduction, including background , the purpose and significance of the study; the second part is the start‐up and development of the construction of governmental information disclosure system, including the historical evolution of governmental information disclosure, definitions, expressions and method , relief, and other related management system; the third section describes the start‐up and development of the archive files disclosure, including archive files disclosure history, definitions, forms, method, relief, and other related management system ; fourth part analyze the difference between governmental information and archive files mainly based on the relevant laws and regulations; the fifth part of the analysis how to deal with governmental information when files have been transformed into archives, and put forward solutions; sixth part of analyze how the Archives to exercise the functions of government information and give a number of recommendations; seventh section briefly summarizes the conclusions.
